This build capitalizes on Extreme Speed Lucario's unique ability to wear down and apply a slow to a group of foes. It is to be mainly played in the Bottom Lane, although Top usage can be considered. This is not a Jungle build: for Jungle Lucario, you should be better off looking at another guide.
I like Quick Attack as my first pick to have the guarantee of the dash if I ever end up in a pickly situation. Moreover, your early game should just be you getting the shared exp off the wild Pokémon. You'd rather leave most of the exp to your mate who needs to evolve as soon as possible. Quick Attack should be used so as to hit both last Aipom. You have to be fast enough to be able to fight the Audino on top of the Bottom Lane.
In the early, using Meteor Mash's knockback to save your mate from pursuers is well appreciated. It can also knock them away from their goals if placed right. You now have to take the Audinos at the bottom of the Lane's shared exp, as well as the bees. You need to unlock Extreme Speed as soon as possible. Extreme Speed allows you to harass early game with its great power, all the more as, in conjunction with Razor Claw's slow, it is hard for enemies to get out of Lucario's assaults. You should follow a pattern of Extreme Speed then Basic Attack, then rinse and repeat. It also enables you to clear the bees faster once they reappear. You can also use said bees to get two or three dashes if you end up in dire situations. You should bully late-game Pokémon such as Ralts as much as possible. All in all, you aim to soften up the opposing defense for your mates to clear. When the coast is clear, dunk a few points.
Extreme Speed also allows you to be a great defense, as you can take on multiple opposing Pokémon and wear them down quite easily, which can scare them off. Thanks to the Razor Claw's effect, opponents overextending is all the more punishing.
Bone Rush, once unlocked, allows you to further harass opposing team members. You can use it to further pursue an enemy who used an Eject Button to try and get away from you, although you should avoid trying to 1v1 Pokémon in opposing goal zones. It is to be noted that Bone Rush resets the blue auras from hit targets, so it can allow you to further harass with Extreme Speed. You now need to use Bone Rush in case no Extreme Speed-resetting aura is to be seen on an opponent. In the late-game, you can use Extreme Speed and Bone Rush to soften enemy Pokémon if you want to take or defend Zapdos. Don't worry if you die in the process, you're less valuable than the opposing Attackers and your damage goes a long way in teamfights.
This build uses the Buddy Barrier so as to be a better support that can be quite good in teamfights, especially since otherwise, Lucario's UNITE move is pretty easy to avoid. The Focus Band allows for sustenance, especially since Extreme Speed Lucario heavily leans on the melee side and will often be up against a group of enemies. It also synergizes well with Steadfast. The Razor Claw works especially well with Extreme Speed, since its slow effect can be activated with each cast of Extreme Speed and Bone Rush.
The Full Heal is chosen as your Battle Item so as to have a better matchup against squishier CC users such as Ninetailes Alola. You're also immune to CC while taking on a group with multiple CC users such as Snorlax when using it, which comes in handy. The Eject Button could be used alternatively, especially if laning with a Safeguard Blissey.
Works Well With
Since you will often be up front in a group of opponents, any Pokémon that grants extra survavibility is appreciated by Lucario. One such example is Eldegoss. Furthermore, Lucario benefits from Leaf Tornado making it easier to engage. In return, Lucario somewhat patches Eldegoss' lack of CC with the slows it can apply quite easily thanks to the Razor Claw.
Blissey is a good partner for similar reasons. Although it trades Eldegoss' movement speed support for extra Attacking speed and a better shot at stealing wild Pokémon. If you know your Blissey mate is going to use Safeguard, use another item than the full Heal.
Mr. Mime greatly benefits from the applied slows Lucario provides, making it easier to fire off Confusions. In return, Lucario's weakening enemies greatly benefits Mr. Mime! It is a fearsome duo.
Cramorant and Lucario excel at securing wild Pokémon early in the game. Lucario's raw damage and slow should make Cramorant's Whirlpool damage rack up easily, and its Hurricane easier to aim. Thanks to Cramorant's CC, Lucario has an easier time reseting the blue auras needed for Extreme Speed resets.
