Start with powder snow at lvl 1 it is better move. Lvl 3 is icy wind. You will eventually end up with avalanche and blizzard. Avalanche freezes and blizzard does lots of dmg.
Held Items:
Buddy Barrier: A shield for your team after unite move, useful in end game since unite move is unlocked at lvl 9.
Attack Weight: Ninetales is a attacker so this is best option for fights.
Sp atk specs: Same reason as before, an attacker so an attack move will work.
Battle Item: X attack is a attack held item, best for all attackers including Ninetales.
