Since Tsareena patch, Garchomp recieved massive buffs. This made possible to Garchomp to become a more viable option as an All-Rounder and finally be far from decent Pokémon.
In exchange, Garchomp's Dragon Rush and Dragon Claw were killed and become less interesting, since their crit rates for some reason dropped to zero. However, this is were the Dig and Earthquake comes in as a substitute.
Both moves were significantly buffed and now they are a far better option, specially Dig. Now it raises both Defenses after rising up again, and after upgrading it, the lifting effect is comically larger. This helps Garchomp to disrupt and cut the path of foes, as well to cancel some attacks.
With this set, Garchomp is more of a Tank rather than a All-out-Attacker, maximizing and exploiting its bulkiness rather than its strength, so keep in mind you won't be able to be so aggresive and go for kills due the limited range of Earthquake. Garchomp may stay in the frontline of the teamfights, supporting its team in forms of disrupt and slowing enemies down through Earthquake and Slow Smoke, preventing them from escaping, or defending the bases or securing objectives.
Focus Band and Buddy Barrier are the must-wear of Garchomp, granting it more tankiness, but you can either exchange Weakness Policy for Score Shield, depending if you prefer deal more damage the longer the fight extends or if you prefer extra shielding and score. Both items works well.
Now, since the Slow Smoke has been reworked to also slow the enemies' speed attack when activated, the item has a great sinergy with this set, letting Garchomp to be more of a threat and a total danger when paired with Livid Outrage. However, Potion and Attack X are also good options as well the Eject Button.
