Slowbro is actually a pretty good fit for an all-rounder. He has a move that increases his attack, great defense, and is even (kind of) ranged so he can attack from more of a distance than other all-rounders. Amnesia also works well against the primary bane of all-rounders, crowd control, because it makes him immune to hinderances. Attackbro (that's what I'm calling him from now on) works well in both lanes, but he's still too slow for jungle.
With this build, you'll want to level up as fast as possible, so take water gun first. If you can, use it to steal an aipom/audino from the other team, but don't overextend.
Once you evolve into Attackbro, you can start to be more aggressive like an all-rounder. Before you unlock Amnesia, initiate fights with X Attack and Surf. Attackbro excels in most 1v1s, so try to initiate those. If you get into a 2v1 or a 3v1, surf and your defense should be enough to escape back to your goal.
Slack off heals more if you stand still, but sometimes you don't have the time for that. If you are on the goal, or in a fight where you have a chance to breathe, take the whole time, but if you need to heal quickly and continue attack, don't wait. For the most part, this goes for Amnesia too.
When you do acquire Amnesia, you can really put the Attack into Attackbro. Only initiate fights with the Amnesia-Surf combo if you are trying to steal exp, the opponents have a lot of vicious crowd control, or there are three or more enemy pokemon together
(hopefully you aren't trying to initiate combat by yourself in that scenario). Otherwise, use your basic attacks to initiate combat, then once the opposing pokemon have used a couple moves, forget most of that damage with Amnesia and unleash your power with Surf.
Slowbeam is also super powerful. It gives Attackbro a massive shield, renders an opponent immobile, and usually takes away a third of their health. Use it when around an objective, especially on those high damage, low hp attackers and speedsters, and sometimes supporters, but avoid other all-rounders and defenders. For them, it's normally a waste. Note that it doesn't work on zapdos or drednaw, sadly, so don't waste it on them.
I'm going to finish up with held items. Wise glasses, I chose to increase Attackbro's damage. Buddy Barrier was to make Slowbeam (Attackbeam?) even more powerful, and Focus Band to increase defense and survivability. If you think your Attackbro needs more defense, switch Wise Glasses with Rocky Helmet or Assault Vest. More Attack, switch Buddy Barrier out for Weakness Policy or Muscle Band. Finally, X Attack increases Attackbro's Attack to help him finish opponents off, but if you find Surf isn't enough to escape, use Eject Button instead.
If you don't remember anything else, just try to fight like the aggressive all-rounder Attackbro is, not like a cowardly, defensive Slowbro. You are guaranteed to decimate everyone else.
