A build that can act as an incredible healer that can keep allies alive during team fights, while also being able to defend goals and/or deal with opponents in a pinch.
--Move Choice--
Leafage: Always, always pick Leafage as your first move. By the time you get to the end of the lane, you will probably already be Level 3, therefore unlocking Synthesis. Leafage can also prove useful while farming to help your teammate get EXP quicker alongside Basic Attacks, or while fighting opponents early game, due to the decent damage it can pump out coupled with the slowdown effect it applies.
Pollen Puff: Both Pollen Puff and Leaf Tornado are arguable here. Leaf Tornado can provide higher damage output and a mean of escape (Alongside Eject Button, which recently got a nerf to its Cooldown) at the cost of healing potential. Therefore it's advisable to use Pollen Puff for this specific set.
Cotton Guard: Despite the (not so recent anymore) nerf it received Cotton Guard is still very good, since it can provide great sustain and longevity to your team thanks to the shields and subsequent healing it provides. Cotton Spore is unadvisable with this set, especially when picking Leaf Tornado, as you'll be missing out on heals, particularly if you don't have a Blissey as a teammate.
Cotton Cloud Crash: Use Eldegoss' Unite Move during teamfights in order to tip the scales in your favor. You can (hypothetically, but you really should probably think twice before using your Unite Move like this) also use it to reach objectives like Drednaw or Zapdos quicker, and even gain a chance to steal them.
--Item Choice--
Buddy Barrier: Buddy Barrier not only provides a great deal of Health Points, which can help you survive team fights or escape in a pinch, it also further helps make Cotton Cloud Crash an extreme piece of utility, not only healing for 2000+ Health Points, but also providing shields to make your friends more durable.
Exp. Share: A staple on supports, Exp. Share can help not only with the small Health Point increase, but also with the passive extra Experience you can get from it.
Wise Glasses: Not only can Wise Glasses help when dealing with troublemakers trying to defeat you or score, as it greatly increases Sp. Attack, but it can also, given Eldegoss' very good scaling, help make Pollen Puff an even greater source of longevity, increasing both damage dealt and healing.
Held Item | Eject Button: Eject Button should mainly be used in order to escape team fights or situations in which you're risking your life. Even despite this, you should prioritize keeping your teammates alive!
Other: Arguable in this set are also Shell Bell, Muscle Band or Focus Band. Remember tho, that you'll be losing out on healing capabilities in order to get (respectively) more longevity, faster and stronger Basic Attacks and greater tanking prowess. Be wary, however: Always sub out Wise Glasses when you want to use any of these items, as Buddy Barrier and EXP. Share are essential!
--Strategies--
*In the beginning of the match, due to the low general damage you'll be taking, you can try and tank some of the damage your lane partner takes by placing yourself in between it and the enemy. Afterall, you have the tools to last even through a ton of hits while you regroup or start pushing.
*Try, as much as humanly possible, to leave most, if not all, of the first Aipoms that spawn to your lane partner. As previously stated, by the time you reach the end of your lane you'll most likely be Level 3, the level at which you get access to Synthesis. You can maybe take 1 Aipom, but I usually try to just poke them as much as possible without defeating them, and then whailing on the Audinos (while, again, trying to leave them to your friend).

I am EXTREMELY new to MOBAs, so take everything I say with a grain of salt.
Works Well With
Gardevoir works surprising well as a partner, due to the high, long range damage it can dish out. Gardevoir's low survivability is also mitigated by the healing this Build can provide.
A special mention as probably one of the best partners for this build has to go to Machamp, for reasons similar to Gardevoir: It can dish out a lot of damage. You can also use Pollen Puff as a means of both keeping your teammate alive, and piling on additional chip damage that can help secure targets.
Defenders and Supports don't always work well together, due to the lack of damage they can pump out. Blastoise is a great partner for Eldegoss not only because it doesn't have that problem at all, but also because it can reach extreme levels of survivability due to its great tankyness and Eldegoss' help!
