Other viable items are attack weight, Energy Amplifier and Buddy Barrier.
You use submission to chase after the enemy. After you have chased down your enemy you should hit it few times because you now have increased critical hit rate and attack speed and then use Cross chop to deal more damage and this time your attack will increase with each of your basic attacks while also having increased critical hit rate again. You can also first use Cross chop to deal damage and hit the enemy few times to make them flee and then chase them down easily with submission to finish them off.
