Wigglytuff's high power and early evolution, as well as Defense Curl's bonus on walls, makes her an excellent early counter-jungler. Run directly to the lower launch pad, go through the middle, and steal your opponent's Corphish. You can easily take fights with enemy junglers at level 3 as long as you're near a wall, but hitting level 4 will turn you into a nightmare.
Focus Band is mandatory for winning early fights against enemy junglers. Exp Share is very good, since you'll be XP-starved for a lot of the game, but can be swapped out for Float Stone for better roaming. In this case, I recommend Leftovers or Assault Vest over Shell Bell, because you will be lacking in sustain if you are constantly ganking / fighting.
Even if you aren't running Float Stone, both Leftovers and Assault Vest are always good options over Shell Bell, and will result in far more HP gain with proper engages / disengages. They will weaken your ability to stay and take fights, but increase your sustain. This is a playstyle-dependent choice and will usually come down to how you prefer to use Rollout - as an engage, a mid-battle nuke, or an escape.
Double Slap is generally better for ganking, but Dazzling Gleam can be considered if you find it's not enough damage. If you find you can make Gleam work, it usually ends up being a stronger build.
Wigglytuff is a strong early-game character but falls off lategame. Figure out ways to occupy the enemy team while more powerful lategame characters clean up. Notably, the Zapdos-centric lategame features fights around several cramped tunnels, where proper Rollout placement will be devastating.
Eject Button is generally the best battle item option.
Because you will be running two junglers, one of your laners will be solo. Counter-jungling is not recommended if you have no jungler of your own. Strong early laners are recommended to fill the solo lane slot, such as Cramorant, Ninetails, or Lucario. Avoid letting weak early laners solo - this will include characters like Machop or Gible, and obviously Eldegoss, who should be in a duo. Other characters, like bulky ranged Bulbasaur (see my Proper Venusaur build) can be considered for solo lanes depending on build.
